The Residency Office of Pupil Personnel Services assists families with the enrollment of their children in a Baltimore County Public School. These enrollments may include special transfers, shared domiciles, informal kinship care, and serious family hardship situations.
The Residency Office considers appeals and issues decisions regarding special transfers and withdrawals on behalf of the Executive Director of Academic Services. The Residency Office conducts nonresident special cases involving admission to and/or withdrawal from school.
The Residency Office helps parents understand our superintendent's policy and rules 5140 and 5150 which focus on special transfers and nonresident cases respectively. The Residency Office provides leadership and the development, updating, and implementation of system-wide training programs regarding residency and enrollment.
PROOF OF RESIDENCY
When registering for enrollment into a Baltimore County Public School, proof that the child is domiciled in Baltimore County with a parent(s)/legal guardian(s) is required. Proof of residency must be updated each time residency changes. The following documentation is required for enrollment from one of the following:* Deed, which may include mortgage coupon book, real estate tax bill, or title.
- Lease, which must include all pages and required signatures.
- Rental agreement with a private party owner, which must include proof of ownership from the landlord.
- Business mail, which must include (3) three pieces of business mail within 60 days.
- Photo Identification, which may include a work photo identification or student
identification. If you are using a driver’s license as photo identification, the address
must match the address of the current domicile.

Before submitting an application for a special transfer, the student must first be enrolled in their zoned school.
NONRESIDENT
Nonresident students who are eligible to attend a Baltimore County Public School, as outlined in the Superintendent's Rule 5150 will be charged tuition to the Office of Building Services.
NON-TRADITIONAL ENROLLMENT
HOMELESS SERVICE FORM
Neither the student nor the parent/guardian has a regular, fixed nighttime address in Baltimore County.

SHARED DOMICILE
The student is in the custody of a parent or legal guardian who continues to live in Baltimore County without the benefit of a deed or lease of their own; homeowner or leaseholder with whom the student lives in Baltimore County.

CHILD OF EMPLOYEE
The student is the child of a Baltimore County Public Schools employee who does not reside in Baltimore County, but who wishes their child to attend a Baltimore County Public Schools.

SPECIAL PERMISSION TRANSFERS - Students must be enrolled at home school first prior to applying for a special permission transfer application for Form A and Form B.

Special Permission Transfer Form B - (Medical/Student Adjustment) BCPS can decide the best interest school of choice. STATE SUPERVISED CARE
The student is living with a Baltimore County resident/caregiver through an arrangement with a state agency such as the Department of Social Services, Child Protective Services, or the Department of Juvenile Services. This includes students living in a foster home or a residential facility.

INFORMAL KINSHIP CARE
The student is living with a caregiver in the absence of the parent due to one of several circumstances identified by Maryland Law 7-101; the caregiver is a Baltimore County resident who is a relative, but who does not have legal guardianship granted by a court or agency. The parent's last known address was in the state of Maryland.

INFORMAL HARDSHIP CARE
The student is living with a caregiver in the absence of the parent; the caregiver is a Baltimore County resident who is not a relative and who does not have legal guardianship granted by a court or agency; the parent may be in another state. Informal hardship care may be granted only for the reasons stated in Superintendent's Rule 5150.

APPEAL PROCESS FOR SPECIAL PERMISSION TRANSFER
A decision of the principal or director to deny a special permission transfer application under this Rule 5140 may be appealed to the Executive Director, Department of Social-Emotional Support, c/o Residency Liaison, Baltimore County Public Schools, Jefferson Building Lower Level, 105 West Chesapeake Avenue, Towson, Maryland 21204 or you may email your appeal at [email protected].
The appeal must be signed, dated, mailed, and filed with the executive director within fifteen (15) business days of the date the application is denied. The appeal must include the following:
a. The full name, mailing address, and telephone number for the person filing the
appeal or that person’s designated representative.
b. A copy of the Special Permission Transfer Application form A signed by the
principal.
c. A copy of the Special Permission Transfer Application Form B signed by the
director or designee.
d. A concise statement of the issues presented and the facts about which the
person is appealing. The executive director, or his/her designee, will review the
facts of the case and issue a final decision in writing.
The executive director, or his/her designee, will make every effort to issue a written decision within thirty (30) business days of the receipt of the written appeal.
